Creates a new Campaign, given the parameters provided in the call and returns the created Campaign object and a redirect URL to take you to this campaign.

After campaigns are created, they must be launched to take effect. Launching a campaign provisions phone numbers, sends texts, etc. as relevant for the campaign type.
